CREATE CONTROLS IN RUN TIME !!!!

Assuming you're asking about doing this with the Runtime that comes as part
of Office Developer, the answer is No. As it says in the Help file "You can
use the CreateControl and CreateReportControl functions only in form Design
view or report Design view, respectively.", and you cannot open a form or
report in Design view with the run time.

BTW, your shift key seems broken...
