Create additional users XPe

I've got a couple of local user accounts, that I manually create. Is there
a way in XPe to have this done during run time, or in Target Analyzer?

I assume you meant in Target Designer. Create them by adding however
many copies of User Account as you want, click on the component, click
the 'advanced' button in the right-hand pane, and fill in the username
and password you want.
 
I assume, I'll have the ability to create the user, and put that user in the
correct group. i.e. admin, power user

That can be set - it's numeric in those settings. I'm just doing a build
at the mo. I can give you precise instructions for making a user into an
administrator once it's done.

cmiUserGroup should be 1 for Administrator, and 3 is for User so I would
guess that 2 is power user.
 
Note that in the Feature Pack Tech Preview released last night, the user
account and Admin account components now have config ui to more easily set
the group and passwords and user names.
