Create ability to 'disable' e-mail accounts in addition to removi.

When travelling and/or when Send/Receive errors consistently appear, it
would be nice to be able to tempoprarily disable established e-mail accounts.
 
You can do this with the send/receive group settings in Outlook 2002 and
2003.
