create a public calander for users to schedule conference rooms

I want to create a calander in our public folders and allow users to schedule
when they are going to be using the conference room. I want it to give you a
warning if you try to schedule when somone else is scheduled for that time.

Outlook has no built-in feature to do that with a public folder. You might want to consider using a mailbox instead. See http://www.slipstick.com/calendar/skedresource.htm
