Create a new user group

I've Windows XP Pro SP2 and I want to create a new user group in which
I will assign the privileges the users of this group will have. How can
I do this?

Admin tools, computer management local users and groups.....

There are a number of ways such as entering lusrmgr.msc in the run box or
right clicking the Computer Management icon, select manage - local users and
groups/groups. Right click groups and select new group and give it an
appropriate name such as printer users, etc..

If you have disabled simple file sharing, you assign the groups (or users)
permissions in the security tab in a folder's properties in Windows
Explorer. If you haven't disabled simple file sharing, you will need to do
so - control panel, folder options, view, untick the box.

If this is going to be for across-the-network access as well, you also need
to make sure the *share* permissions on any shares are setup so that the
users (or everyone) have full control....as you can't grant someone full
control in the NTFS properties and yet read-only in the share permissions.

Is it user rights or permissions via access control lists that you want to
give the group? User rights are tasks that the user can do such as change
system time and logon locally while permissions give users/groups access or
lack of access to folders/files/shares/registry.

User rights are managed in XP Pro in Local Security Policy local
policies/user rights. Permissions are granted in the security properties of
a folder/file/registry key or share permissions for a share for network
users. The link below explains more on configuring folder/file permissions.
