Create a multicolor dashed line

I'd like to create a multicolor dashed arrow in PPT that could be stretched
and rotated. I've tried layering two separate dashed lines one on top of the
other, but it's very hard to re-format (stretch/rotate).

Possibly create an arrow, make it dashed, and then copy with Ctrl D.
The new instance can lose its point, get new paint, and then nudged to
an offset position which fills the spaces in the original arrow. The
grouping of the two would make them as a unit to be rotated(make sure
that there are four green handles by using the Free Rotate.) The
stretching still leaves something to be desired, but there is a bit of
room for its change. Hope this points you in a workable direction.
