create a mandatory fileld

PLEASE HELP NOW!!

i have some cells (i called them transaction number) have to be fille
if some others (which are called takings) are filled.it is in a dat
entry sheet. so if there are takings so there have to be tranactio
numbers as well. how can i give an error and say PLS FILL TRANSACTIO
NO and return back to page where that cell needs to be filled.

Would Conditional Formatting of the Transaction cell do the job???
