Crazy Toolbars and outcmd.dat file

I have seen suggested in this forum (Jocelyn :) ) that in order to fix the problem of those crazy toolbars not saving the changes is to the outcmd.dat file to outcmd.old.

My question is what else is "controled" by this file

I have other custom settings that are working just fine on my toolbars, I just which the crazy toolbars would not be dancing all over the place...
 
outcmd.dat = outlook command bar data

it holds toolbar settings only and is only created when you make a change to
a toolbar.
