Have you tried rebooting into Safe Mode and then do the install?

yes i have and you cannot install antispyware in safe mode

Even after rebooting into Safe Mode, did you check that any "protectionist"
programs were disabled or not loaded, like anti-virus program, ProcessGuard,
AntiHook, anti-keylogger scanner, etc?

Are you installing it under Windows 9x/ME, operatings systems *not*
supported by MSAS?

Have you scanned your system using a recently updated anti-virus program?

Have you scanned your system for malware (spyware, adware, trojans, and
other pests) using other tools, like Ad-Aware, Spybot S&D, a-Squared, ewido,
Spyware Doctor, Pest Patrol (online)?

Was the reinstall of Windows a *clean* install? Or an update that dragged
over whatever files were present for your old version of Windows? Was this
a Repair (i.e., in-place upgrade)?

i do not have any antivirus programs running while i tried to to do this i
am running xp pro and i scan my system 3 times with ad-aware and avg before
trying to fun the setup and it says "microsoft anti spyware cannot be run in
safemode or there is a problem with windows installer" something like that.
im not sure what u mean by *clean* install but i upgraded form home to pro
and hit the wrong setting when it asked me if i wanted to transfer my files
over or what ever they say that means the same thing.

"i upgraded form home to pro and hit the wrong setting when it asked me if i
wanted to transfer my files over or what ever they say that means the same
thing". From that description, no one else will know what was the error,
either.

At this point, your choices are to abandon MSAS (it is *beta*, after all) or
fix your Windows installation since you *hint* that there may be a problem
with it (see http://support.microsoft.com/kb/315341/en-us),
