CPUs surging?

I noticed that my CPU usage on the side bar gadgets will sometimes continue
to surge. Related to this.....the Device Manager window will display the
devises tree...but this display will "yo-yo" open-close-open-close
continuously and the thinking hour glass will keep flashing?

at other times....everything work fine with none of these above symptoms. I
have defraged, up dated all devices & drivers, restored default start-up
settings...but still get this random "glitch" when booting-up or returning
from sleep mode.

Any thoughts? Thanks
 
sounds like you have a device that is possibly failing.
why device manager might be bouncing up and down, as it finds and tries to install the device.

pay close attention to the point where it is bouncing to try and determine which device is failing.
