CPU utilitization up to 100 when using Pinball on Windows 2000 Pro

Recently I install windows 2000 pro (without any service pack) on a computer
with Celeron 2.4G
When I start the pinball, the cpu utilization go up to 99%
After I find this problem, I try to replace all the hardware in the
computer. But the problem exist

Then I try to process all the windows update and install all the revelant
driver and directx.
But it's the same .
Does anyone can give me some hints on what's happening

At a wild guess, a driver problem. Make sure all of the proper and
newest drivers are installed.
 
I did it before and make sure that display, sound and the chipset driver are
the newest one.
and the windows 2000 pro with SP4 and all windows update.
 
Actually, I think you're just seeing the normal behavior of Pinball.
The only version of it that I've ever seen run properly was the Win9x
version.
