cpu usage still 100%

i checked my computer for viruses and my cpu usage went
down to 2% but quickly went up to 100% again. it is
either my EStartLinkRotater or IEXPLOERE.EXE that are
using up my cpu usage. is there another reason why my
computer is doing this.

do a control alt and delete and look at processes
to see what service is using all of you cpu time

well, i did the control alt delete and when i first start
my computer, it is the estartlinkrotater that is using my
cpu time. if i try to use internet explorer my cpu usage
will go up to 100% and if i go into my computer
explorer.exe is using all of my cpu time. do you know
what's going on?
