Is it possible to get, by default, the CPU usage icon showing in the
Notification Area, so it is there when Windows opens and it stays there?

You can set up task manager to run minimized on startup.

An even more fun option is to use Desktop Sidebar (www.desktopsidebar.com)
and put the performance meters up there. (There are other sidebar apps, but
this one works great and doesn't require admin privileges to run, so I like
it.)
