CPU usage explaination needed

I'm running windows xp pro on my system and I cannot
figure out why the cpu usage is maintaining a constant
status of 33%-36% no matter how many processes are
running in the background. I've tried closing mostly all
the background operations and I'm still getting the same
result. The only time that it does not is when I'm
running in safe mode. I've tried running the exact same
background processes as were running in safe mode, but
the usage was still at 33% or more, but it will not go
less than 30%-32%. Does anyone have an answer to this
problem?
 
I saw exactly the same thing on my XP pro system.
The process that overactive was navapsvc.exe which is part
of Norton antivirus. I ended the process, it disabled NAV
on the taskbar which I then re-enabled. When it was re-
enabled it acted normally. No more problem.
 
The only process that that I can see is using the cpu is
the system idle. I'm only running 15 processes right now
and I've found that a particular music creation program
that I open is the only one that drops the usage down to
normal.
