CPU Usage 100%

Running win XP Pro w/current updates. Sager Laptop, Intel P4 2.6 mhz, 1 gig
ram, 2-80 gig harddrives, 3 firewire external hardrives. Intel accelerator
installed. Mobility Radeon 9000 display adapter.
The problem is when I'm accessing files or running programs, the CPU usage
soars to 100% and everything drops to a slow crawl. Files take forever to
open. I can't have more than one tasks running at a time. I have to go into
the task manager and stop explorer.exe and then restart it before anything
will start working properly again. Then it starts all over again. It seems
to be worse when I'm accesing the external drives, but once it starts it
affects them all.
Is one of the dlls not working properly? Should I reinstall one of them?
It just seems like programs are not being released, eating up all my
resources.
Please help if you can.

In Task Manager, look at the processes tab, click on the CPU header to
sort in highest to lowest, and see which are the cpu hogs. this will be
a clue what to do.
