cpu usage 100%; svchost.exe 99%

My computer is extremely slow because my svchost.exe is
using up all the resources. I have ran every single virus
scanner and trojan scanner I could possible find on my
computer, and they have found no viruses or trojans. This
problem just won't fix. Everything runs fine under safe
mode. If anyone could help me with this, thanks in advance.
 
Look at processes in Task Manager. It is normal to have a number of Svchost.exe process entries appearing in Task Manager. For the process generating the high usage how is the User described? Next whilst Task Manager is showing high usage change from the Process Tab to the Application Tab. Then select each running Application in turn, right click and select "Go to Process" and see if you can identify the application causing the high usage.

Next select Start, Administrative Tools, Services. Compare the list of services with those shown as Started and for each in turn stop the service and observe the effect. If the CPU usage in Task Manager continues or something stops working restart the service. When you have found the likely cause i.e. the CPU usage stops then post details of what you have found.

First, for the svchost with high cpu usage, the user is
"system" (there are 2 others that are system, one that is
local service, and another that is network service and
these are all fine). Secondly, there are no applications
running. It is almost impossible for me to run IE. Now,
with the services: I tried stopping every running service,
and none of them were linked to the cpu usage. HOWEVER,
there were two running that would not allow me to stop
them: Remote Access Control Manager, and Telephony. RACM
returned a message saying, "The service would not stop. The
service didn't return an error. This could be an internal
Windows error or an internal service error." Telephony
returned the message, "Error 1053: the service did not
respond to the start or control request in a timely
fashion." I'm guessing one of these is my problem, but I
have no clue. If you could help me just a little more, it
will be much appreciated. Thank you.

Process Explorer (free) from
<http://www.sysinternals.com/ntw2k/freeware/procexp.shtml> will show
you more information than Task Manager, including (for an instance of
svchost.exe) just what services are associated with it. So no "stop
this service and see if it's the problem".

Another (free) useful tool from Sysinternals is filemon
<http://www.sysinternals.com/ntw2k/source/filemon.shtml>.

And if network activity is of interest, Port Explorer (free) from
<http://www.diamondcs.com.au/portexplorer/index.php?page=home> is
essential.

highlite svchost.exe with 99% end task,hopefully walla
all better.
