motherboard ASRock P4i45GV with Cel 2.66MHz processor.
CPU: Socket 478, support Intel Pentium 4 (Prescott, Northwood, Willmate)
processor.

Chipsets: North Bridge:
Intel 845GV chipset, FSB 533/400 MHz, support Hyper-Threading technology
South Bridge: Intel ICH4

I want upgrade CPU: which from specified Pentium 4 CPUs is most powerful?

why not look on Asrocks' website for info on your motherboard - they will
have
a list of supported CPUs and then you can look for a compatible CPU on Ebay

not clear will it support CPU with 1 MB L2 Cache? (didn't find in specs)
a.. 2.8 GHz Clock Speed
a.. 478-pin
a.. 533 MHz system bus
a.. Level 2 Advanced 1 MB Transfer Cache
a.. S-Spec: SL7E2
