CPU temp

Dual core 3.0 Intel. Just sitting idle in the BIOS, what should the temp of
the processor be?
Mine is showing around 136 F--case open. The MOBO is showing around 95 F.
It's a retail CPU with the supplied fan and sink.
Isn't this sorta high, or do these run hotter?

Dual Core Pentiums are known to get very hot. They should
run less than ~70C. You should also have good air flow
in your case to help cool it. Leaving the case open can
negatively affect the case flow.

I downloanded and installed SpeedFan.
It looks like under Windows, it's running around 40 C at idle. That compares
to the 55-60 C I was seeing from inside the BIOS.
Why the big difference?
Isn't SpeedFan taking numbers supplied to it from the motherboard?

Or is it just that Windows throttles it back if it's not working and under
the BIOS it's running in place at full speed?

Inquiring minds want to know!

P.S. I've just got the case open because I'm still adding and moving things
around.
 
I just finished a sunbeam acrylic case with a xp 120 heatsink and 5 case
fans it runs cpu 28 c motherboard 22c after using for 5 hours now.
 
actually with the case out of acrylic there is no metal to vibrate and with
quiet fans .sitting on top of the desk it is quieter then my xblade case was
with half the fans.
