CPU task manager

Whenever I use my computer a task runs that uses almost my entire CPU. I have no way to turn it off and my computers performance is being impacted. I used to open my Task Managers and delete the task that was utilizing my entire CPU (dillhost.exe or somethng like that) and now I can't even access the Task Manager. Any suggestions on how I can get ride of whatever is using my CPU?
 
Why cant the task mgr.be started.
Press:ctrl,alt,delete on keyboard brings it up,or R.click the task bar.
