CPU taken over

I've had two instances when the computer is locked up. Any
command will take minutes to happen in this condition. The
Task Manager showed a program using up 100% of the
capacity.The first time was filparse.exe the second was
mprtmib1.exe.
I changed the name on the filparse program so it wouldn't
be called on and that fixed it for a couple days till the
next one bogged down. What's happening and how can I fix
it.

filparse.exe seems to have something to do with Visual
Basic
