my Cpu always runs at 100% . It often takes 5 minutes for
windows to load completely. This doesn't seem right or
logical. Any assistance would be appreciated.

Check the Task Manager to locate the process that's causing the problem. It
could be spyware (http://security.kolla.de for a spyware search tool) or a
trojan (do a system-wide scan with an up-to-date AVP). If both are clear
then post back with the name of the process that's causing the problem (if
it's explorer.exe then it's most likely spyware or a trojan).
 
What if it is the System or System Idle Process that
takes up most of the CUP?
And I'm running Bulldog virus program, is it not any good?

If it's System Idle, that's good. Something always takes up to 100%
of CPU (CPU usage total has to add up to 100%).

If it's System, as Bastet stated, check for spyware. Run Spybot S&D
and HijackThis (both free). Complete instructions here:

You should be running spyware protection routinely, just as routinely
as virus protection. Both are necessary, and both will save your
system (and other systems).

As far as questioning the effectiveness of Bulldog, or any other
antivirus protection, I suggest you post on alt.comp.virus, where you
will find plenty of advice.
