cpu or mobo fault

Hi,

I have an older pc that worked fine until now. When I hit the power
botton It doens't even go through POST or into BIOS, I get no beeps,
the monitor says to check the pc and cables but the fans on the cpu and
agp video card are spinning. I took the memory out, modem out,
unpluged the hd, floppy, and cdrom, leaving the cpu, and video card on
the mobo. Still, the pc won't even go into bios, and I get no beeps.
I think that it may be the cpu or the mobo. Any suggestions? - How
would I troubleshoot cpu vs. mobo fault?

It could also be the power supply. I'd try a different one. Also,
look closely at the mb for bad caps. Capacitors are small round
can-shaped objects with a slash in the top, if any are swelled or
leaking, it is likely done for.

I tried a different PSU, and nothing has changed. I still get no POST,
no beeps, nor going into BIOS. I did notice a strange corrosion-like
build-up on the top of the capacitors located around the CPU. The
capacitors are not bulging however.
Any thoughts?
