More fans is not necessarily better. In most modern cases airflow should
be from bottom-front to top-rear. All your temps seem high to me so adding
an intake fan to the bottom front might be a good idea. ICH and MCH are your
MB's chipsets (northbridge and southbridge). The first thing I would look at
is whether your HS is making good contact with the processor and that
thermal compound is properly applied. You should see an even contact patch
where the CPU mates with the thermal compound and heatsink. If the entire
CPU heat spreader is not making full contact, you need to reinstall it
correctly so that it does. I don't know what processor you are using, but
61C at idle is HOT. Under stress it may start throttling down to protect the
CPU. Another thing to always mention when you are troubleshooting temps is
your room's ambient temperature. Other heat-generating components like
large/hot video cards and/or a lot of HDDs is always good to know. If you
can supply more information about your specific MB, processor, case type,
video card and other peripherals it might be easier to help get those
temperatures down to an acceptable level.
