Country of Origin on COA

I purchased a Home Edition full retail version (non-oem) and find the Country of Origin labeled as Ireland on the COA. Is it safe to open? Will it work OK in USA? Or should I return?
 
The COA is not green, it is white with light blue and grey security pattern in the background. The box is green.
 
It may be that it was manufactured in Ireland. The only way

It was - and it's perfectly legal. It's odd that it's on sale in the US
though. Ireland (Dublin to be exact) is the manufacturing headquarters for
Europe.
 
That's a relief, however, the original question is whether it will work OK on a US manufactured computer and/or are there any differences between the US manufactured XP product and the Ireland manufactured produc
