Is there a way to count the number of pages a user is
printing on a 2003 Standart server?

Basicly only the printer knows, and only Postscript printers keeps
count.

The server relies on what the client tells it. So it depends on what
you want to use it for.

There is no logging built into the server for this. I would suggest a
Linux box for this (you can leave it behind the Windows server to make
printers integrate better into AD, or just let it handle all Windows
printing). Universities was doing printer accounting / printer credits
etc this way over 10 years ago, so free solutions exists if you have
the competence inhouse. Otherwise finding a commercial Windows
solution might be cheaper.
