I have two columns and need to count if column A =1 and Column B =0

Try this...

=SUMPRODUCT(--(A1:A10=1),--(B1:B10<>""),--(B1:B10=0))

countif wont do that but sumproduct will. try this......

=SUMPRODUCT((A1:A10=1)*(B1:B10=0))

adjust the ranges to fit your columns.
