Countif not counting...

I'm using excel 2003...

I quick question; this has happened before, but I misplaced my notes
on how to fix it...

I have a countif range in Cell J8...

=COUNTIF(J9:J1019,"request")

But when I type in the word request (lower case) in cell J17, it still
totals as zero.

Is it a cell format error? Or something more malignant.
