Could not browse the Internet but still getting Posts

Dear Experts,

This is Out-Of-Topic question but i know that you can help me out.

I connect this newsgroup from my office, but our Administrator doesn't allow
anybody to use Internet for any purpose i.e. we cant browse, cant sign-in
msn messenger etc. Now I am confused that If he (Admin) disable the internet
how can i still receiving & sending newsgroup posts?

One thing to note that I can send email outside our office through server.
We are using Qindows 2000

any suggestion?

he probably has closed port 80 / 8080 on your proxy but does allow the
ports 119 (hope this is right) for NGs and the port for emails.
 
Can I browse the internet from this port (119)?

no my area of knowledge but I don't think so. Just a sitenote: Your
admin will probably notice if you can -> not likely he will approve
what you're doing!
