If it's really not there then you can try this. I have never tried it
myself, so I can't guarantee anything, but since your other option is a
reinstall, I will suggest it.
Navigate to \windows\inf
Right click on netrass.inf and click install
after install this , the ICF/ICS remain invisiable.
