First make sure it's really not there, the full name is

Internet Connection Firewall (ICF) / Internet Connection Sharing (ICS)

If it's really not there then you can try this. I have never tried it
myself, so I can't guarantee anything, but since your other option is a
reinstall, I will suggest it.

Navigate to \windows\inf
Right click on netrass.inf and click install

Thank you, Ken Wickes

Problem Solving

TRY THIS LINK http://support.microsoft.com/kb/892199

To restore the default SD for the SharedAccess services, follow these steps: 1.Click Start, click Run, in the Open box, type regedit, and then click OK. 2.Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\SharedAccess\Security
3.Delete the Security registry subkey, if it exists.4.Quit Registry Editor, and then restart the computer.Note
It is important to delete the Security registry subkey if this subkey exists. This guarantees that the default security descriptor is used for starting Windows Firewall when the computer is restarted.
