Corrupted video system

I left my computer running during the night and noted that the following
morning there were a few flashing horizontal lines next to the mouse pointer
(something like TV scan lines) which followed the mouse pointer as the
pointer moved. Also discovered that all my video players (Media Player, Real
Player, Nero) now show corrupted videos (screen is covered by multiple
horiziontal flickering lines of varying colour and thickness) and the
colours are bleeding through while playing spider solitaire (from underlying
layer to top card). No new software was installed during the time the
computerwas operating.

I resolved the mouse pointer issue by changing the pointer to a black one.

Any help to fix it.

Am running Vista Home Premium SP1 with a ATI AGP Radeon 9700 pro with the
7-4 driver (cannot not use later drivers because they will not install
(infamous Code 43 error) and IE 8 beta. In an attempt to remedy the problem
I have done the following:

changed my mouse from a P/S2 to a USB

complete virus, adware, etc scan

complete uninstall and re-install of the ATI driver and software.

All works well when I operate the computer in safe mode or when I
uninstalled the ATI driver and use the basic VGA driver. I have also note
that during the boot-up process the VGA screen appears corrupted but clears
up when windows starts.

I am guessing that my computer has a corrupted file that is interfering with
the ATI driver.
 
I have also seen that caused by a loose video card or cable.
Even close proximity to a magnet (speakers) can cause interference.
 
if you have a different monitor, try it.
if it's not a driver issue, It's possible either the monitor or video card
are failing.
