Corrupt settings???

Cor-bob square pants

While trying to edit send/receive groups for two different
email accounts, the program crashed. I can no longer send
or receive mail. I have uninstalled and reinstalled
office a couple of times, tried a system restore, and
tried to delete the outlook files that are in the 'local
settings\application data\' and other folders in
my 'documents and settings' folder. These were not
removed when Office was uninstalled. After all this, when
I relaunch Outlook - the old settings remain and I am
unable to send/receive or edit the send/receive groups. I
get and operation failed error. What do I need to do to
get a clean installation of Outlook? My novice opinion is
that one of the files that stores the settings is
corrupted.

Recreate your mail profile;
Control Panel-> MAil-> button Show Profiles...
