corrupt forest root no backup

I tried ntdsutil. Insufficient_ access error. Can you
seize schema master and domain naming across domains
(within same forest)?

I have successfully used ntdsutil within domain in the
past.

Yes, but you must be among the Enterprise Admins I believe.
I am pretty sure you don't need to be a Schema Admin to
move Schema Master.
