Corrupt explorer? Folders won't open!

I can't get any folders to open. They are there, but if
I try and click on them (anything from a regular file
folder to Control panel) the computer blinks and then
does nothing. Only a selected number of programs work.
The files are there, I can access them in photoshop and
word and the like, but can't actually get to anything.
It's not a virus, not a memory problem, I already tried
resetting my computer to a previous date, I can't do much
else without accessing my control panel. I've tried
everything I can think of. Please tell me I don't have
to reinstall windows, is there anything I can do? Help!

What Error messages?

Make a note of the precise text of any error message. You can always look at these in Event Viewer. Start, Administrative Tools, Event Viewer. When researching the meaning of the error, information regarding Event ID: and Source Description are important.

i am not sure we are not dealing with a new virus here.
a friend of mine is having same problem no microsoft
product will run any thing else works perfectly
 
It's not coming up with any error messages. I'm
beginning to think it's a new virus, my computer (and it
seems everyone else's judging by looking on this board)
that this all started happening on April 1st. I can't
find a program that has gotten rid of it yet though.

I think you may be right. Looking back on this board and
then on my computer, it seemed to happen on April 1st.
Sounds like a good time to activate a virus. I guess
I'll keep looking for virus scanners. I have Norton
Professional version but it isn't picking anything up.
