Corrupt .dll files in XP

What is the easiest way to restore a corrupt .dll file in WindowsXP Home
Edition?

Go to Start > Run and type: CMD , and hit enter. In the resulting
Command Prompt window, type: SFC /SCANNOW , and hit enter.
You may be prompted to insert your Windows CD in the CD Drive.

SFC = System File Checker. SFC will scan your system and replace missing
or damaged XP system files with the correct version.

Afterward, perform a "tune-up":

1. Perform a DISK CLEANUP:
(Start > Programs > Accessories > System Tools > Disk Cleanup)

2. Go to Start > Run and type: CMD , and hit enter. In the Command
Prompt window type: CHKDSK /F , and hit enter, answer "yes" and
reboot your computer.

3. Afterward, perform a DEFRAG of your hard drive.

Thanks Carey!

I am trying to help a friend with his computer. He is telling me that
WindowsXP doesn't get a chance to load before he gets the error message
that says "<windowsroot>\system32\hal.dll" "Please re-install a copy of
the above file"

What can I do to re-install the .dll file if I cannot go through WindowsXP?
