*Any* document that you allow someone to see is pretty much theirs to do
with as they want, so any attempt to prevent users from removing content of
a document that you are going to allow them access to will be futile. The
normal practice would be to insert the logo in the appropriate headers of
the relevant document template, which will largely prevent accidental
deletion. Employees who deliberately abuse company templates can be dealt
with by disciplinary measures and is thus a management issue.
Have you considered using pre-printed stationery?
