Corporate deployment OST is currently mapped to network drive.

Outlook 2003 Currently have OST going to user's home
drive (network). I assume there is a setting in the PRF
file that will point it back to default on c: drive. Does
anyone know it?

Yes, it is under Section 4 in the prf file.
