Copying Video Tapes To VCD

Hi All

How easy is it to copy a vcr tape to vcd (or other format I can play in a
dvd player)?
My graphics card, Asus V8200 GF3 has a 7 pin CCD/Camcorder/Tuner/TV Box
input. I also have a S-Video to composite cable. to convert this to a single
RCA input.
The Mobo, (EPOX 8KTA3+ ) has a line in for audio.
The vcr (a relatively old Sanyo machine) has a scart output.
Can I get a cable to link the vcr to the inputs on the PC?
If I can get it connected, how do I go about copying?
Any tips on decent software etc would be appreciated. I am using Win XP.

A lot of the new DVD players can play MPG files directly. No need to format
as a VCD anymore.
