Copying Personal Calendar to public calendar

Can data in a "sub" calendar that has been created under someone's main
calendar be imported or copied to a public calendar in the all public
folders under public folders. I've tried both copying and importing and get
an error that says that the user doesn't haven't permission even though the
user is the owner of the public calendar. If so, how can this be done. Thank
you.
