copying files to server very slow

why does it take so long to copy files to and from my w2k server? what
should i be looking at?
usually only two work stations online, using router for DSL, DSN points to
server first then ISP, 10/100 switch and NICS, gig of RAM on server, runs
IIS, SQL server, and ADS.
