COPY WinXP to new hard drive?

You need to use a program such as Drive Image, Drive Copy, Ghost or any
other similar program. Search in Google for places to purchase these
programs.

That depends on what you mean by "defective." If it's failing,
no, highly unlikely. If it's giving signs of failing in the
future (unusual sounds,etc.), but hasn't yet failed, then yes.

Use a product like Ghost or Drive Image.

Some hard drive manufacturers have Drive Copy apps available at their sites.
For example Maxtor has a Drive Copy utility available with it's Maxblast 3
app

Some hard-drives come with their own imaging software as well as other
tools. You simply set the new HDD as "slave" and transfer the system.
