I downloaded a template from MS website. When I tried to copy one slide
from this template into my existing PPT, I loose the background and
design of this template. How do I insert this slide into my existing PPT
without loosing its format and design?

Immediately after you paste, you should get a Paste Options button. Click it
and choose "keep source formatting."

The other option is to Insert | Slides from File, where you can check the
box to "keep source formatting."

In that case, try using Home | New Slide (click the bottom half of the
button) | Reuse Slides, navigate to the file, and choose Keep Source
Formatting at the bottom before you click the slide thumbnail to insert it.
