Copy system boot files to USB HD..

Hi All,
after searching the web for a week I gave up, and hope someone can
help me.
I am seting up an hard disk for a laptop.
The laptop will not have any floppy or CD drive, which means, I need
to put all setup files on the hard disk before I install it in the
laptop.
I also need to copy the system boot files, so it will be able to boot
on the laptops (no floppy or cd to boot from). Currently I have the HD
connected with a usb connector, to my PC which runs XP. Is there a way
to use the "SYS x:", and copy the system files to the HD. I cannot
find it anywhere.
I tried loading a windows 98 boot disk, but ofcourse it does not
support USB, so I cannot reach the USB HD from Dos. I tried all USB
dos drivers, none recognize the hd (or they do recognize it but cannot
assign a drive letter to it!!).
All I basicly need, somehow to put the boot files on that HD so I can
boot it, once its in the laptop.
Any advise will help.

How about getting a 2.5" to 3.5" IDE adapter ($5-10) and connecting the
laptop drive to one of the desktop's IDE channels?

Boot to a Win98 floppy/cd (installing XP on the laptop with no floppy
or CD is NOT recommended... though possible).

From there you can fdisk/format/sys the drive then copy the Win98
folder(directory) over (including any additional laptop drivers
required). Make sure you "activate" (via fdisk) the drive before
re-installing it back into the laptop.

Once installed in the laptop, boot, then cd\win98 and run setup.
