When I want to back up my disk-based webs on an external hard drive, is it
enough to just copy the folders or do I need to "Publish" to the external
drive?

If I need to publish, what is the difference?

If they're disk-based webs then you can just copy the folders over to the
other drive. If you wanted to back up your "live" web site (the one on your
web host's server) and you were running Windows XP Pro and have IIS
(Internet Information Server) installed locally then what you'd do is open
the live site in FrontPage and publish it to http://localhost/webname which
would put it on your local machine. The advantage to that is that you'll be
able to test out the features of the site (ones that require the FrontPage
Extensions) locally before publishing back changes to your live site.

If it's just a disk-based web there's no real need to publish however you
can if you want to.
