copy a design template from one power point to another

If you used slide masters (View > Master > Slide Master) in the presentation
that has the template you want, then you can delete the content slides and
Save As a Design Template. That way, the masters will available in your Slide
Design Task Pane (Format > Slide Design).

Open the presentation to which you wish to apply the master. In the design
task pane (on right) find the Design Template you created and Apply it.

In addition to a multitude of more traditional ways, you can actually open
both presentations in slide sorter view and then use the format painter
(looks like a paint brush) to apply the template from one presentation to
another.

Simply select the slide with the template you want to copy, click Format
Painter icon, then click the slide you want to apply the template to.
