The standard media is based on a standard CD. So almost any CD-R disc will be ok to make a media copy.
A copy of the media is only legal if it's used in conjunction with a license not used on a existing system.

Unfortunatly your stuck in no-mans land atm as officially XP is no-longer being sold to individuals, only to manufactors.

I'm lucky enough to have my MSDN packs and TechNet subscription so any media I require that is still officially being sold / tested I can download from MS in an ISO. This combined with my Enterprise licensing allows me to use anything they produce.

Short answer.... go and buy Windows Vista Business or higher (for the license) and install XP Pro then downgrade.
Or hell.... despite what everyone says just install Vista, I actually prefer it to XP and it hasn't crashed unlike XP for me yet.

First of all as Madx has posted what you want to do is illegal.
Suggest you BUY a copy of XP on-line for as cheap as £60.
