I found the same thing on my computer (after a new setup!)
The MS Tool removes the tapicfg.exe located in:
C:\WINDOWS\system32\tapicfg.exe
, but... to stop it from reapearing you will have
to "manually" delete the file from the directory:
C:\WINDOWS\system32\dllcache\tapicfg.exe
otherwise the operating system recopies the file back to
the system directory again. No other tools are needed.
Evidently the MS Scanner does not see in the dllcache
directory as it is a hidden directory.
A Suggestion to MS:
MS should change the scanner so it sees in
the "C:\WINDOWS\system32\dllcache" directory.
