My Privacy is set to accept all cookies. When I go to
www.usps.com and try to buy something (stamps) I get the
message that I have to enable cookies. What setting am I
missing? To make sure I hadn't balocked it in the past I
removed all cookies.

Go to Tools | Internet Options | Privacy and click Edit. Enter www.usps.com
and click Always Allow.
