cookies

I am using windows 98 with internet explorer 6 and when I
go to certain web sites, it tells me that I need to enable
cookies. I have my browser set to accept all cookies and
it still will not let me in. I keep getting a message to
enable the cookies. I have refreshed the page several
times with no luck. Can anyone help with this problem?

Tools | Internet Options | Privacy
Click Edit.
Enter the sites, choosing "Always Allow".

I've done that already and it still tells me that I need
to enable the cookies ... any other suggestions? Please
