Cookies will not enable even after changing settings for "Security" and "Privacy" tabs in "Internet

I am currently trying to apply for Financial Aid, and the website keeps saying that my cookies are not enabled. I have spoke with the Webmasters and we have come up empty so far. I have even tried to allow all session cookies, to have no luck at that either. I have pretty much changed every setting in Internet Explorer, is there something I am missing?

This won't fix your problem in IE, but a work around may be to use another
browser like Netscape until you get the IE problem solved. If you still have
the same problem with another browser, you probably have a problem related to
the OS, rather than the browser.
 
There is a way to work around this problem but depend on your system. If you
are running Norton FIREWALL then go to Privacy Control click on Webcontent,
click on Add sites and add the Financial Aid site to this content. On the
right side tab "information abstract visit site" uncheck the second box
count from top down then set to Permited. After done all these settings,
your connection should be fine. I have done this before and it works for me.
