Cookies--Not Functioning Properly

Although I have tried setting cookies to "accept all", I
occasionally see a message at a web site indicating that
cookies must be accepted...
Obviously I am not accepting cookies, although my setting
are to accept cookies. Should I reinstall Windows XP--
repair?

Additionally, This system does not do as well as my
others in saving user names and passwords for secure
sites.

Can anyone help?
